- RUSSIA (see also List of Individuals)\21.5.1896/RU - 19.6.1975/RU\Vadim Pavlovich Zakharov graduated in 1914 from a high school in Ashkhabad and continued studies at the Petrograd Polytechnic Institute. In 1920 only he took up studies again at the Moscow Higher Technical School because of participation in World War I. He graduated in 1923 from the Moscow Applied Electrical Engineering Institute as an electrical engineer. Zakharov then moved to Central Asia where he was involved in the design of the Kadyrin hydropower complex and continued with dam structures in Uzbekistan, where he lectured at the higher educational institutes. From 1940 he was associated with the Uzbek branch of the USSR Academy of Sciences thereby heading the department of hydropower engineering. There he submitted the candidate's thesis in 1942 and the doctoral thesis in 1944. In 1946 he was employed by the Kazakh scientific research Institute of Power where he continued works until being retired. Zakharov was elected Corresponding Member of the Academy of Sciences of the Kazakh SSR in 1954 and became four years later a full member. He was there also awarded an Honored Scientist, and was decorated with the Orders of the Red Banner, and the Badge of Honor. He was in addition a Board Member of the Soviet hydraulics journal Hydrotechnical Construction.\Zakharov was an uncommonly versatile scientist and engineer: In addition to power and water management problems he contributed significantly to the analysis of icethermal problems, and the removal of ice in hydropower installations. He put forward the progressive treatment of river basins as an unified water management system whose components differ not only in the regimes but also in their dynamics in terms of temporal development. He also contributed to the theoretical foundation of the multipurpose use of water resources. His recommendations were widely recognized among the specialists in water management, which include a procedure for analyzing the multipurpose stream flow regulation, based on the statistical characteristics of the water balance differences and the economical treatment of the probability criterion, which was found to be the significant parameter of hydraulic installations.\Anonymous (1968).
